Community Based Organizations
Centers for Disease Control and Prevention
MANILA is helping the CDC evaluate community-based
organizations (CBO) to determine if they reduce the transmission of HIV/AIDS.
The CBOs are funded to deliver HIV prevention services to specific target
populations. Evaluating CBO programs in the field presents difficulties
because they no longer enjoy the controlled environment of a comparative
study. Development and implementation often are not based on any type of
research design, so no medium exists for comparing what would occur in
the absence of the program. As a consequence, it is necessary to develop
a program theory of how the organizations deliver services. We accomplish
this by collecting comprehensive data to describe operations and program
expectations.
As a subcontractor, MANILA helps develop data collection procedures, reviewing
aspects of a web-based system designed to acquire information from CBOs.
Data include administrative and program information as well as periodic
reporting of client service. In addition, MANILA updates system documentation
and user materials.
