GSA 8(a) Governmentwide Acquisition Contract (GWAC) STARS II
MANILA is proud to be a team awarded GSA's GWAC 8(a) Streamlined Technology Acquisition Resources for Services II (STARS II) contract, the Government's premiere small business contracting vehicle.
8(a) STARS II, a multiple-award, indefinite delivery/indefinite quantity (IDIQ) contract, is engineered to promote small business utilization in the purchase of IT services or IT services-based solutions for the Federal Government. The contract is reserved exclusively for qualifying certified 8(a) small businesses as prime contractors. The 8(a) STARS II design consists of two constellations (tiers) based on industry accreditations. Each of the 8(a) STARS II constellations includes four functional areas designated by the North American Industry Classification System (NAICS). These NAICS functional areas are: 54151 (Custom Computer Programming Services), 541512 (Computer Systems Design Services), 541513 (Computer Facilities Management Services), and 541519 (Other Computer Related Services). MANILA was awarded under Functional Areas 1 & 2 in Constellation 1, which includes Custom Computer Programming Services and Computer Systems Design Services.
The $10-billion ceiling IDIQ carries a five-year base period and a single five-year option period. 8(a) STARS II allows for directed orders up to $4 million, allowing Federal Agencies to procure best-in-class service without the time and expense of traditional open-market methods.
MANILA's award on the 8(a) Stars II adds to our strong list of Federal procurement vehicles, enabling us to strategically expand our customer portfolio and foster new growth in the Federal IT sector.
About GSA 8(a) GWAC STARS II
8(a) STARS II, a potential $10 billion, 10-year IDIQ, is the follow-up to the GSA's successful 8(a) STARS contract, which is set to expire on November 30, 2011.
8(a) STARS II gives Federal Agencies access to what the GSA describes as "an elite group of small 8(a) information technology businesses," allowing agencies to ensure they receive best-in-class service through an established vehicle rather than open-market methods, saving time and money.
The contract allows for directed task orders up to $4 million each for Federal civilian and Department of Defense activities. Orders over $4 million are competed amongst the industry partners in the chosen constellation and functional area.
8(a) STARS II also features a lower user access fee (0.75 percent), built into the contractor's ceiling prices.
